Wait Listing Service for .uk name space

Nominet’s Policy Advisory Board (PAB) is considering the introduction of a “Wait Listing Service” in the .uk namespace in light of increasing amounts of abuse of the Registry's “whois” and Public Register Subscription Services (PRSS).
Much of this abuse is generated by various parties repeatedly querying, or attempting to register one or more already registered domain names, in the hope that they can register the domain names immediately after deletion from the register. The consequences of such practices are to use up significant resources, causing other users to experience poor performance.
In this context, the PAB is considering whether a “Wait Listing Service” should be implemented to reduce the load on Nominet's resources as well as to respond to customer demand for such a service.
On 27 February 2003, the Nominet PAB sub-committee on Wait Listing Services published a paper for consultation. Any comments can be submitted before 12 March 2003.
According to this paper, “Wait Listing Service” (known as WLS) is a service “allowing a potential domain name registrant to increase the probability of being able to register a domain name which is already registered, should the current registration lapse”. However if the domain name is renewed prior to deletion, it does not expire and the WLS is not relevant. The paper proposes the introduction of a 'positive renewals' system (whereby the domain name registrant is granted a grace period of sixty days from the expiry date in which to renew its domain name) prior to the implementation of a
WLS.
